A panel built for the EU cannot simply ship to a US plant with different stickers. The two standards diverge on components, ratings and verification — and the divergence is manageable if you design for it from the start.
The expensive way to learn the difference between IEC 61439 and UL 508A is to ship a European panel to a North American plant and meet the inspector. The standards do not merely word the same requirements differently; they diverge on component acceptability, short-circuit ratings, conductor sizing and who is entitled to verify what. A CE-marked assembly has no standing in a UL jurisdiction, and vice versa.
Component selection is the first fork. UL 508A requires listed or recognised components applied within their certified ratings, and many IEC-standard breakers and terminals have no UL file at all. If a machine might ever cross the Atlantic, the component choice happens at design time — retrofitting UL compliance into a built IEC panel usually means gutting it.
Short-circuit handling is the second. UL 508A demands a calculated short-circuit current rating for the assembly, driven by the weakest component in the power path, and inspectors ask for the number. IEC 61439 verifies differently, through design rules and test evidence. The same physical layout can carry very different paper obligations in each regime.
Then there is verification authority. Under 61439, the manufacturer verifies the assembly against the standard’s checklist. Under 508A, the shop itself must hold the UL certification, with its own follow-up inspections. A supplier without the UL program cannot make your panel compliant, however carefully they build it.

It costs a few percent on components. It costs far less than two engineering streams or one impounded machine.
The buyer’s takeaway: declare every plausible destination market in the RFQ, even the ones marked "maybe later". The panel is cheapest to certify on the drawing board, tolerable to certify in the workshop, and painful to certify on a loading dock.
